该路径图阐述了证据综合基础设施协作组织（ESIC）规划流程的工作与建议。
该路径图借鉴了五个工作组（对应五项基础设施要素）以及治理规划组的工作成果。五个工作组共编写30份专家报告。路径图还借鉴了以下内容: 1) 诸如公民行动倡议以及全球可持续发展目标综合联盟报告等补充文件; 2) 由经济顾问提供的详尽成本数据; 3) 围绕“动态证据综合前沿系列”和提前规划以加速成效产出需求开展快速在线互动；4）与多方利益相关者磋商（从多边开发银行到证据中介再到服务公民型非政府组织), 探讨ESIC能为他们提供哪些支持。
